Freedom of Peaceful Assembly means that all people have the right to organize, convene and participate in meetings, rallies and demonstrations. This freedom is exercised through the holding of any temporary, static or active meeting, by a group of individuals with the intention of conveying a message.

States have the obligation to protect the exercise of this right, which is essential in a democracy and is vital for the exercise of the right to participate in public affairs by citizens.
