Javier is a Professor on International Public Law and International Relations in the Universidad Complutense. He holds a PhD and Degrees in Law (Universidad Complutense) and in Political Sciences (Universidad Autónoma de Madrid). He has been a lecturer in several Spanish and foreign Universities as well as a fellow-researcher in different colleges in Europe and America and participated as speaker in numerous national and international seminars and conferences. He is also member and consultant of several Spanish and Latin American organizations. He has published extensively, particularly on transitional justice, state responsibility, international criminal law and international human rights law.
