Alicia Moreno Pérez

She is a lawyer specialising in criminal law and procedure with over 30 years of litigation experience. Alicia has focused her activity primarily on universal jurisdiction and Spanish civil war and Franco’s era-related crimes as well as security and civil liberties and procedural guarantees. As a legal researcher and independent consultant, Alicia has contributed to the work of different human rights organisations in Spain. In this role, Alicia has also drafted recommendations to legal reforms and actively participated in civil society debates on universal jurisdiction reforms, transitional justice and Spain’s international commitments regarding enforced disappearance as well as judicial independence.
